二、主讲人简介

杜大昌，世界海事大学和大连海事大学客座教授。自1975年起，先后任职于在中国驻非洲铁路专家组，交通运输部科学研究院，交通运输部，以及中国驻英国大使馆（伦敦），共计18年。1993年进入联合国国际海事组织工作，任环保司高级副司长，主持相关工作20余年。在国际海事组织任职期间，他曾多次协调制定或修订现行国际海事公约，在包括美国、英国、法国和德国等30多个国家主讲海洋环境保护等议题。

杜教授具有丰富的国际组织工作经验，自2014年退休后游历全球各国，是一位博闻多识且乐于授业解惑的专家和学者。

About the speaker

Mr Du Dachang is former Special Advisor of the IMO on Environment Standards. Previously he held the position as Senior Deputy Director of IMO’s Marine Environment Protection Committee. After graduation from university in 1975, Mr Du Dachang worked successively for the Tanzania-Zambia Railway Authority in Africa, for the Research Institute of Transport in Beijing, for the Ministry of Transport, and for the Maritime Section of the Chinese Embassy in London. After that, Mr Du worked for the International Maritime Organization for over 20 years until his retirement in early 2014. Mr Du is the author of numerous articles, technical papers and publications in both newspapers and magazines, including several books published by China National Ocean Press and China National Transport Press.
