Chapter Ⅰ General Provisions
Article 1 In order to ensure the smooth progress of undergraduate recruitment and effectively safeguard the legitimate rights of the university and candidates, these regulations are formulated in light of relevant laws such as the Education Law of the People’s Republic of China, the Higher Education Law of the People’s Republic of China and the relevant rules from the Ministry of Education and the Ministry of Transport, and also the actual facts of the university.
Article 2 University Name: Dalian Maritime University, Address: 1 Linghai Road, Dalian, Governing Body: Ministry of Transport of the People’s Republic of China, Level of University: Full-time Public Undergraduate University, one of key universities of National “Project 211” and "Double First-Class" Initiative.
Article 3 Certificate Conferred: For students who have mee t the graduation requirements of their programs within the length of schooling, they would be awarded a bachelor's degree certificate from Dalian Maritime University. And if they fulfill the school's degree-granting regulations, a bachelor's degree certificate would be conferred. Those who meet the qualifications for degree-granting of the foreign partner university in a Chinese-foreign cooperatively run school program will be awarded the corresponding degree certificate by the foreign partner.
Article 4 The recruitment process would get implemented on sufficiently consideration of relevant official documents from MoE and “Sunshine Project” and executed in light of fair competition, impartial selection, transparency, comprehensive assessment and selection of the most qualified.
Chapter Ⅱ Organizational Structure and Responsibility
Article 5 The undergraduate recruitment organization is comprised of Recruitment Leading Group, Recruitment Committee and Recruitment Office. Recruitment Leading Group is decision-making body and unified directs the entire process. Recruitment Committee, as a consultancy, is responsible for providing consultations to Recruitment Leading Group and guiding relevant departments to conduct the recruitment. And Recruitment Office is the execution body to recruit undergraduates.
Article 6 The recruitment process is implemented under the supervision of Ministry of Education, Ministry of Transport and Discipline Inspection Department and wider community.
Chapter Ⅲ Recruitment Plan
Article 7 Based on requests from MoE, the university strives for a fair recruitment opportunity across regions, urban and rural areas and optimizing students’ structure. Before issuing the recruitment plan which is separated by various provinces and programs, the university would take full account of the amount and quality of candidates, demand tendency of social and economic, quality of graduates’ employment, candidates’ recognition towards programs and etc. The annual recruitment plan and the plan separated by provinces and programs shall be subject to the announcements of the Ministry of Education and the provincial recruitment and testing agencies.
Article 8 Houston International Institute, Dalian Maritime University, approved by the Ministry of Education, is a Chinese-foreign cooperatively-run school of Dalian Maritime University and the University of Houston. The institute offers three undergraduate programs in Mechanical Engineering, Civil Engineering and Electrical Engineering. Students recruited in these 3 programs are not able to transfer to programs out of Chinese-foreign cooperation in running schools’ programs.
Article 9 The university reserves no more than 1% of total recruitment amount, which is used to balance the recruitment amount in different regions. When the reservation plan is utilized, it takes cares of quality and transparency. And it is mainly distributed towards provinces (regions, municipalities) where high-quality students are concentrated.
Chapter Ⅳ Admission Requirement
Article 10 Language Requirement: For English and Japanese program, the students’ foreign language shall be English. For programs of Navigation Technology, Marine Engineering (on-sea program), Marine Electronic and Electrical Engineering, Maritime Administration, Software Engineering, language courses would be delivered in English. For Chinese-foreign cooperation in running schools’ programs, relevant courses would be rendered in English and students shall master basic skills in English. After recruitment, student will get English intensive learning. And they shall be able to adapt to the English teaching environment in 2nd year. Students with non-English background need to apply carefully.
Article 11 Gender Requirement: For programs of Navigation Technology, Marine Engineering (on-sea program), Marine Electronic and Electrical Engineering and Rescue and Salvage Engineering, female candidates are not recommended to apply because of nature of work. For other programs, no such requirement applied.
Article 12 Physical Condition
1. Candidates’ physical conditions must comply with the relevant provisions of the "Guidance on Physical Examination for General Colleges and Universities" issued by the Ministry of Education, the former Ministry of Health, and the China Disabled Persons’ Federation.
2. According to the National Standard of the People’s Republic of China on "Crew Health Inspection Requirements" (GB30035-2013), the Navigation Technology program requires normal color discrimination (no color blindness or color weakness), no diplopia, height 1.65 meters and above, and both eyes‘ UCVA can reach 4.7 (0.5) and above, and the CVA can reach 4.9 (0.8) and above; marine engineering (on-sea program), marine electronic and electrical engineering require no color blindness, no diplopia, height 1.60 meters and above, and both eyes’ UCVA Reach 4.6 (0.4) and above, and the CVA can reach 4.8 (0.6) and above. Other requirements shall be implemented in line with "Crew Health Inspection Requirements".
3. School will conduct a re-examination of their physical health in light of the admission requirements within three months after recruitment. Those who fail the re-examination will face the penalty based on the relevant regulations of the Ministry of Education. Anyone who does not meet the requirements or misconduct in physical examination (including college entrance examination and physical re-examination) will be dismissed from admission.
Article 13 Special Instructions
1. Marine Engineering program is divided by Marine Engineering (on-sea program) and Marine Engineering (on-land program).
2. Marine Engineering (on-sea program) is separated by 2 domains, i.e. Marine and Marine Equipment Technology and Management. Freshman are obliged to choose the domain after recruitment.
3. In regard to students of Marine Engineering (on-sea program) and Marine Engineering (on-land program), they would be awarded undergraduate diploma of Dalian Maritime University in Marine Engineering if all requirements are met and Bachelor of Engineering Degree certificate would be conferred as well.
Law Programs
1. At the 4th term, students of law program need to choose the domain between Maritime Law and International Economic Law.
2. When selecting the program domain, 4/5 of total law school students within the same schooling year can secure the admission to Maritime Law and others belong to International Economic Law. In the meantime, students are recruited based on their own wills and the rankings of first 3 terms’ GPA.
3. Students who have got the qualified scores for graduation can be granted undergraduate diploma of Dalian Maritime University in Law. And they would be awarded the bachelor’s degree certificate in law if they are up to the corresponding standard.
Chapter Ⅴ Admission Rule
Article 14 The university recruits the undergraduates in light of the principle of “school to implement, admission office to supervise”. Under the leadership of Ministry of Education and Ministry of Transport and arrangement of provincial recruitment authorities, the recruitment process is carried out.
Article 15 Candidates’ archives are filed based on the entry score provided from provincial recruitment office (incl. national awarded marks). According to batch of the sequence on application, candidates’ archives are checked and in principle, its proportion would be confined within 120%. In terms of batch of paralleled application, the percentage of archives checking would be no more than 105%. For any students who pass the entre score and are subject to program’s adjustment, if they are up to the program’s standard, they can get admitted.
Article 16 The university recruits students according to their entry scores and the recruitment process takes scores as preferable factor, i.e. for candidates with higher scores would enjoy the priority to get admitted under the premise of passing both moral and physical assessment. Programs on the application has no score difference applied. For candidates with the same score, the ranking of science students is listed by score sequence of Mathematics, Chinese, and Foreign Language. In terms of students of liberal arts, ranking sequence is Chinese, Mathematics and Foreign Language. For NCEE reform pilot provinces, the recruitment for candidates with equal score is executed in light of regulations in relevant documents. In the process of program’s recruiting, facing the same situation, the admission is conducted in reference to details of Comprehensive Quality Assessment. In the process of program’s adjusting, details of Comprehensive Quality Assessment shall be considered as a key reference.
Article 17 According to relevant stipulations of the state, the recruitment of Navigation Technology, Marine Engineering (on-sea program), Marine Electronic and Electrical Engineering is arranged in preliminary batch of admission. Candidates shall reach the first batch entry score in their own provinces (regions, municipalities). And for provinces (municipalities) which combine different admission batches, candidate’s score shall be no less than the entry score set by provincial recruitment authority. When the recruitment plan is not fully-utilized, the remaining places would be allocated to provinces (regions, municipalities) with enough qualified candidates.
Article 18 The programs of the Chinese-foreign cooperatively-run school have been integrated into ordinary colleges and universities recruitment plan, and recruit students with separate codes from general programs. The specific situation is subject to the announcement of the provincial enrollment and examination agency. Only the candidates with such program intentions can be recruited.
Article 19 For candidates of Jiangsu Province (incl. university special program), they shall be up to standard in Academic Level Test, i.e. Optional Test Level: AB, Mandatory Test Level: Pass. For recruitment of high-level sports teams, the requirement of Academic Level Test shall be governed by relevant rules of Jiangsu Education Examination Institute. Any candidates with qualified scores are admitted on the grounds of “Exam score comes first, then compares test level”.
Article 20 In terms of special types of recruitment programs, such as recommended students, high-level sports teams and university special programs, detailed recruitment regulations are set out on the basis of relevant documents from MoE.
Chapter Ⅵ Supplementary Provisions
Article 21 The university set out the standard of tuition and accommodation in the light of Liaoning Provincial Development and Reform Commission’s assessment. And this year, the standards are tentatively set as follows,
1. Tuition Fees
(1) CNY 2,500 per student per academic year: For programs of Navigation Technology, Marine Engineering (on-sea program), Marine Electronic and Electrical Engineering.
(2) CNY 4,700 per student per academic year: For programs of Traffic Management and Logistics Management.
(3) CNY 4,800 per student per academic year: For programs of Transportation, Logistics Engineering, Law, Financial Engineering, Safety Engineering, Transportation Engineering, Supply-chain Management (new program, fees upon approval), Big Data Management and Application (new program, fees upon approval).
(4) CNY 5,200 per student per academic year: For programs of Electrical Engineering and Automation, Electronic Information Engineering, Communication Engineering, Computer Science and Technology, Network Engineering, Software Engineering, Intelligence Science and Technology, Internet of Things Engineering, Data Science, Civil Engineering, English, Japanese,
(5) CNY 60,000 per student per academic year: For 3 programs of Chinese-foreign cooperatively-run school: Mechanical Engineering, Civil Engineering and Electrical Engineering.
(6) CNY 4,600 per student per academic year: For all other undergraduate programs.
2. Accommodation Fees
(1) Based on different room conditions, there are 2 standards, i.e. CNY 1,000 per student per academic year and CNY 1,200 per student per academic year.
(2) The university would arrange the accommodation in the light of students’ programs and genders.
3. Fees are subject to change in line with Liaoning Provincial Development and Reform Commission’s latest standard.
4. For students who drop out of school or finalize their study earlier than expected, the university shall refund the remaining tuition fees based on their actual schooling months.
5. According to relevant national documents, for marine-related graduates who do not find a career on board, they shall refund program scholarships back to school and make up the price difference compared to fees of non-marine-related programs.
Article 22 The university has been building up a comprehensive funding system, which contains scholarships, grants, GSSL, work-study program, hardships allowance, tuition waiver, community financial assistance and mutual support, etc. The university has scholarships with big amount and proportion in place and they could cover 30% of candidates. The first-ever EQ Scholarships across the country has become an iconic business card for students when applying a job. The high-profile Principal Scholarships combines scholarships and overseas study tours and it is the goal for all of DMUers to strive. And grants have been comprehensively covered for those with financial difficulties. In the meantime, “Liaoning Dalian Maritime University Bolian Foundation" and the "Liaoning Dalian Maritime University Education Development Foundation" have been registered to support students who are suffering financially.

Chapter Ⅶ Annex
Article 24 These regulations shall be interpreted by Undergraduate Admissions Office, Dalian Maritime University.
Article 25 These Regulations shall be effective upon announcement and original policies and regulations shall be terminated with immediate effect. In case of amendments in national laws, regulations, rules and relevant policies of governing body, the updated regulations shall prevail.
